This seems like a HUGE risk by Trump on a number of fronts, both legal and politically. I suppose that given Don Jr now telling Mueller will indict him at any moment and Assange/Stone likely to be likewise hit, it makes sense in a very narrow, Nixonian frame of mind.
With Dems now in charge of the House, Nader and Schiff can drill Whitaker to the wall on any attempt to impede the investigation. Also remember, by rule, any limitits imposed by the DOJ on Mueller must be reported to the relevant house committees. This will likely play out in a very public sorta way.
The general theory is a President can delay the inevitable in an investigation, but he can't stop it in the long term. The Saturday Night Massacre likely bought Nixon 2–3 more months, but didn't stop it.
