The Voting Rights Act and Civil Rights Acts were both passed by a Democratic President. Clinton's economic policies did more to build up black wealth than any President before or since. LBJ himself was a flaming racist, but he also knew that it would benefit the Democrats because blacks as a whole were already voting Democrat since the 1930's and it would solidify the black vote for the Dems even more.
