If IU is in a battle with PU or OSU to land a player, during the recruitment can the Cook boys make an offer to the kid to do "commercials" for them before he's signed?

Legit question....Is it now about who's paying the most?

Interesting question. Our curious minds would like to know.

I'd also expect Oregon (Phil Knight - Nike backed $$$) to buy the best players possible. He has already pumped $300B into the university new bldgs and infrastructure. What's a few more bucks to get the right "resources"?

The morals and ethics will be tossed aside for the highest bidders.

As long as the state the kid is from allows NIL then it'd be acceptable in the Wild West we currently live in. The Texas ban on NIL is why that QB reclassified this year, skipped his senior year, and enrolled at Ohio State.

The tricky part for inking NIL deals with the understanding (implicit or explicit) that the kid will go to the booster's school is that if the kid signs with someone else and the booster terminates the deal immediately it would be pretty strong circumstantial evidence that it was being offered as an inducement to sign, which is still against the rules.
