oh I agree. The inability to understand cause and effect may have nothing to do with ignorance. If you have some logic and start with a different understanding, then your ignorance parlays into your stupidity. What Reagan was saying is that many liberals can quote this and that like a parrot, and regurgitate what they were fed and mis-conclude an event.
Once you start with a fallacy, it is likely your ending is inaccurate since there is an infinity of the wrong choices related to the fallacy. As an example, I have no problem discussing basketball with anyone. However, even though I played football I am very limited in what I can contribute accurately to what I believe is due to my general ignorance of football specifics. Some unfortunately don't understand the limitations.
Progressives generally believe that a failure of a person in a given position has much to do with being the wrong person, rather than the wrong ideas. You can see some of that last night in comparing Terry to those before him. and discussing underperforming. Progressives many times consider someone who might have expertise in a small area to actually have expertise in a larger domain. Consider those that listen to those in movies or sports for understanding culture, politics and such. The mere fact that people consider those with some expertise in one area (Fauci) to have the same expertise in another (economics, other complications not listed) and consider their views in areas they really don't know very well at all, can many times be found in progressive circles. I'll add that in "science" both progressives and conservatives are more open to a particular person's perspective than many times in other areas of life. Conservatives in general do not believe one person with expertise has the answers and generally prefer the evolutionary road to understandings where successes and failures historically breed a better tomorrow.
You can't be smart in a given area having ignorance in that area, but that doesn't mean you are smart if not ignorant in a particular area. Interestingly, in education there is an understanding of "constructivism". It is about "constructing" new understandings from previous learning. Some progressives appear to believe that a person can "construct" and reach the sought after goal of higher-level learning without the requisite knowledge in an appropriate domain to offer such. Anyway, yes ignorance and intelligence can be two different things...
I've listed this book before, but think you will find it quite interesting in letting you understand a bit better (not to suggest agreement ) how the other side may think to bring some sanity of thought when sides start from different beliefs
