If you can't get 60%, then it is to controversial to be allowed to move forward. No idea why that is so hard to comprehend. If a vote is 100% along party lines, to me that indicates there might be an issue, of course I think a lot of the issue is with the parties anymore as they are more interested in following the party line than what the people they represent actually want as people tend to swing sides depending on the issue.
