Correct, there was nothing criminal. There may not have even been a civil vilolation. The constitutionality of the ICA is a coin toss.

No, the statutory remedy for violations of the ICA are clearly laid out. First, it involves an action by the comptroller. Nothing to do with impeachment. Again, history didn't being in 2016.
Go read the technicalities of what the GAO found. Hint: it involves reporting deadlines. I agree with the GAO's findings, but at the end of the day, this is absolutely nothing.
I would also recommend researching the recent findings of the GAO. Guess what? We would never have a president if we impeached based on GAO findings.

Fun fact, Mitch is a proponent of Presidential impoundment. So was Thomas Jefferson and Barak Obama. 43 governors have the power to impound, but not the president. Why? Clinton, FDR, JFK....all used the power of impoundment.

He's also saying that when the next dem president wants to divert congressionally appropriated funds from defense to Medicare for all you'll be one of the first to see your pants.
