From Brohm:

“He is still in concussion protocol,” said Brohm after Thursday’s practice. “We are gonna let it play out. It will be a game-time decision.”

A reporter told Brohm that media saw Sindelar practice yesterday. And that raised the question: Can you be in concussion protocol and still practice?

“I don’t know the exact rule, so I don’t want to misstate anything,” said Brohm. “I know whatever the doctors say, we’ll have to go with. I just do what they tell me on that.”

That's coach speak for you damn reporters are too nosy. Yes - he has practiced and will be playing.
 
Or he is practicing (non contact) just in case he is cleared to play. And Brohm's response is code for stop asking questions because the answer might not be popular. I think this is simply an old school "do I have a pulse" coach trying to navigate the new school restrictions. If Sindelar was already cleared to play I think he would be up front about it, and I don't think there is much to gain by trying to throw TCU off. It's not like we are going to run the ball either way.
 
I thought Brohm has just said last night (afternoon) that it was a game time decision, so I am assuming it has not been decided yet, but he wants to have Sindelar ready if he is medically cleared.

Right. Players in the concussion protocol can still practice without being medically cleared for competition.
