Look at No. 87 closely when he exits the 5 yard zone from the LOS. He takes his right arm and brushes it back toward No. 2. He makes ever so slight contact, but the rule can be interpreted as an illegal attempt to create separation between himself and the defender. There is no penalty as the ball is caught. No. 2 was clearly beaten. Now, is that a HS call at this point in the game? Sure. But one can argue the interpretation of the rule also. It is totally a judgement call by the official. But don't call it phantom.
