Is the "You can leave after one year and play the next" BB rule being discussed for FB?

In BB it looks like a player will get a one time transfer that won't require sitting out a year. So a freshman plays for a mid major and blows up his freshman year he'll be off to Duke or UK the next year with no repercussions.

I believe that's it. Just reading about how it will affect how Painter signs or over-signs. Thinking if you have team distention in football (or as noted, somebody blows up year 2 to 3) you could wreck a team.
