That is grossly untrue that black leadership won't tackle. About this topic, black leaders have marched, set up after school programs, church programs, basketball leagues, mentoring programs, etc. Some worked to some extent. However, outside involvement can only do so much. Therefore, just like any intervention program only those that want to be helped will be helped. The only way this problem can be addressed is that they have to help themselves. It will take generations but folks in those communities have to say to themselves that it time to break the cycle.
