OT: Iowa QB transfers to Michigan -Question for GBI

Just read that Iowa QB Jake Rudock(?) transferred to Michigan. Though that is a little unusual being in the same conference I was stunned that The BIG waived the one year transfer rule so he can be the starting QB at Michigan next year. How can he be immediately eligible since he only left because he was demoted to 2nd string? Does anyone with info no the answer.
