A federal civil servant with 30+ years of service does not get into a huff, resign, and walk away from a pension that will support his/her family for the rest of their lives. You are extremely naïve to believe that there is even one person that is so foolish. Every one of these 21 employees either retired with pension of retired with a lump sum payout. None of them "resigned."
