A migrant who enters Australia illegally is apprehended and transported to Christmas Island. Here the Australian government pays CI to house them, feed them and provide them with medical care. They are free to leave at any time and they can stay as long as they wish. But they cannot return to Australia under any circumstances.

Under this policy, illegal immigration dropped from 16,000/year to fewer than fifty. At the same time, Australia is one of the most generous nations on earth for accepting legal immigrants.
