I'm not as hopeful as you are that student loans are actually going to be forgiven if Biden wins. Especially if schools are going to suffer as predicted due to potentially huge drops in enrollment.
I could see them doing something with interest rates on student loans.
Looking at this Forbes article on Biden's plan. It talks about student loan forgiveness for borrowers making under 125k. That doesn't help myself or probably many people on here I'd imagine. Prob not you either, but I'm just guessing. There is also 10k worth of forgiveness per borrower looks like too.
I really have no faith that much of this will actually get done.

Cutting funding isn't a federal mandate. It's leverage to get them to do what they want.
I don't know where you're going with the states getting help from federal government stuff. Trump has offered help to any state that asks for it. I recall Governor Cuomo praising Trump for what he did for them.
