Yes. Brohm's 2017 class had 24 signers plus 4 grad transfers (2 OL, McCollum, and Evans.). That's 28 against the initial counter, but was offset by 5 early enrollees counting against 2016.

I am sure CJB and staff know what the rules are and how to manage. I don't think they would leave themselves with no room to work before the early signing period.
