You don't need Most of their fans involved. All you need is a few ridiculously wealthy people, who are rabid fans. People, who spend $Millions with less concern, than the average person has about spending $100. They're out there...

I’m talking about the athletic departments being on state welfare.

My point was, instead of asking the JPC to support scholarships, provide the same “reward” structure to the NIL group and have the AD pay for scholarships themselves.

under that scenario, no money goes to NIL from the university. It just diverts alumni money from supporting scholarships to alumni money supporting NIL.

Unfortunately, there would be linkage to the availability/quality of seats for Purdue sporting events, based on donations to NIL. That would violate the rules, such as they are.
