At the Houston v Memphis game, and a targeting call was just reviewed, overturned, and flag picked up with no penalty on the play. The hit had, by far, more contact than our db's (don't remember who) hit today. Is this just a discretion call or what? How does the ref determine if the flag gets pulled, because I thought we got hosed on that one?
