During Giulliani's time as Mayor of NYC, crime went down significantly. Do you know which demographic is both the highest percentage perpetrator and victim of crime in NYC?

Yes, it happen too often and that again is my point and why nobody liked it. I keep telling the cops were harassing and frisking common everyday black folks indiscriminately all over the city. Plus cops still legally have to have just cause to stop someone I also keep telling you that harass and frisk DID NOT WORK. If you call cops finding 0.1% guns during these stops a success, then again, you are just arguing to just argue.

You're missing the point. In every major city, hell, in every small city, which demographic perpetuates the vast, vast, majority of crimes, especially violent crime.
A few years ago, Chicago had a particularly violent 4th of July weekend (even by Chicago standards), there was something like 107 people shot over the 3 day weekend. Want to take a guess at what percentage were black?
