Minutes per game

I've seen on several threads about who might be starting comments similar to, "It doesn't matter if he starts if he still gets 30 minutes per game." This has been said repeatedly about several players. If someone is going to be playing 30 minutes per game, why on earth would he not be a starter? If a non-starter will play 30 minutes per game, how many minutes would the starter get? This "he'll still get 30 minutes even though he doesn't start" talk makes little to zero sense to me. "Ray shouldn't start, but he should play 30 minutes per game." "Vince won't start, but he'll play 30 minutes per game." Can anybody explain it to me? Thanks.
