The NCAA has charged Penny Hardawayand the Memphis basketball program with multiple Level I and Level II infractions, according to a report by the Daily Memphian. According to the notice of allegations (NOA), Hardaway allegedly committed one Level I infraction and two Level II infractions. Memphis was charged with seven total violations. Hardaway is accused of failing to establish a culture of compliance in the program.
