Early 2000's with Illinois.

I haven't seen lower than a 5-seed. Here's from a previous post concerning lack of top-ten Big Ten champions:

(rankings in parentheses)

2003 (Wisconsin (21) champ, Illinois (11)) - Illinois was a 4-seed, Wisconsin a 5-seed.

2002 (Illinois (13) tri-champ) - 4-seed.

The conference still ended up with a team in the FF in 2002, and Regional Finalist in 2003.

I figured come what may the B1G likely gets at least a 4 seed. That was going to us unless Minny made a run in the BTT which thankfully they didnt.
