Does it come into consideration, maybe, a little, very little. The top recruits might be in school for 3 years. Most of that time is spent in the gym, weight room, bball facility and their apartment. They're not going for strolls along the beach.
What's much higher on the priority list is how the player fits into the system, how the coach is going to utilize, develop and feature him, especially if he's got NBA potential.
