You're saying tariffs were responsible for the Japan miracle and Germany's recovery? Well that's just plain wrong on Germany. It was the opposite. Japan did institute tariffs to protect their industry but again, they were coming out of a war. Correlation is not causation.

Compare that to the US at 1.5% total duty, the lowest among industrialized countries.
