It is not an equity problem. It is a criminal problem. Hire off-duty police officers and increase your prices to cover the additional cost. There are things called food stamps.
 
That actually doesn't help anything because there have been numerous stories where security guards have said that they are not allowed to do anything to stop shop lifting because of the rules set by the city. All they can do is sit there and watch the thieves grab stuff and walk out.

Only way to fix the problem is for voters to wake up and change the leadership of the top. Of course the thieves vote too and they aren't about to vote out their golden goose.

This has always been true of retail security guards, everywhere. They're not cops.
