Not at all, and it's one that we need to talk about. However, it's not totally a clear cut issue. There are apparent terrorist supporters that live in Qatar. Qatar itself hasn't supported terrorists, but they haven't done much to stop those that live there and do. There needs to be pressure placed on the Qatar government to take action against these individuals for sure, but I have a feeling that Qatar doesn't do so for a multitude of reasons, and one of those being money.

This is talking about a supersonic aircraft, not a third 747. Nobody was looking at a 3rd 747. Further, the retrofits are the long lead items. This Qatari plane will take as long as the other two to bring up to standards.
They want replacements yes. But the backup Air Force One was retired, so they needed another. The Air Force isn't stupid. They know they can't service the office of the president with only one plane.
That's why Boeing is building two. The Qatari plane is going to take just as long to retrofit, so it's not even going to enter service while he's in office.
