1. Michigan - strictly historically speaking, holds the advantage by all measures
1a. Ohio State - continues to close historical gap on UM, more modern success
3. Nebraska - borderline top 10 all time program nationally
4. Penn State - right there with Nebraska, but with severe black mark on its most successful coach
5. Wisconsin - historically either really good or really bad, last 25 years really good
6. Michigan St - .600 win%, steady success throughout history w/ very few down periods
7. Minnesota - .569 win%, very fortunate this is an all time list (top 3 in early 20's century, bottom 5 since)
8. Iowa - .537 win%, similar success as MSU but with more down periods
9. Purdue - .520 win%, periodic ups and down throughout history
10. Illinois - just over .500 win% due to good/dominant teams in the leather helmet era
11. Maryland - .522 win%, docked a few places due to racking up wins in the pre-FSU/Miami ACC
12. Northwestern - .450 win%, huge hole to dig out of due to decades of futility
13. Rutgers - spent most of their history in inferior conference, but have overall .500 record
14. Indiana - .420 win%, 11 bowl games total, 2 conference titles, .367 win% against rival

I can see Purdue making some good progress, up this chart, over the next few years.

Certainly could envision catching Iowa before too long as Brohm builds the program. The top 7 (all time) will be very hard to catch without decades of sustained success. But a top 5-7 standing over the next 10 year period is a reasonable goal for the historical #9 on the upswing.

I had hoped to follow this up with a breakdown for the past 50 years and 25 years, but I can't find an easy source for those stats.

I agree with your entire list. FYI, I've listed the B10 schools by all time wins, and their corresponding all time rank. (ranks include all divisions, so are somewhat misleading).

Regarding NW/Rutgers, these are the 5 most frequently played opponents for Rutgers:
Lehigh, Lafayette, Princeton, Columbia, Stevens Tech, Syracuse, NYU, Colgate, Army, West Virginia

It's actually kind of hard to put Rutgers over IU, except that RU has actually won a bowl game in the past 25 years.

All time wins are great, but when has Iowa played an OOC schedule with a ND on it. Between that and Hazell is the only reason they are ahead of us.
