Democrats run Fulton County polling places where the problems were. So were Democrats trying to suppress the vote in the Democrat and Republican primary's?

I believe that all elections in Georgia are under the control of the Secretary of State's Office and the Election Commission chaired by the Secy. of State.
They are respectively tasked with -
- certification of election results as well as certifying the qualification of candidates and preparation of ballots and election forms and materials
and
-(1) To promulgate rules and regulations so as to obtain uniformity in the practices and proceedings of superintendents, registrars, deputy registrars, poll officers, and other officials, as well as the legality and purity in all primaries and elections;

(2) To formulate, adopt, and promulgate such rules and regulations, consistent with law, as will be conducive to the fair, legal, and orderly conduct of primaries and elections; and, upon the adoption of each rule and regulation, the board shall promptly file certified copies thereof with the Secretary of State and each superintendent;

(3) To publish and furnish to primary and election officials, from time to time, a sufficient number of indexed copies of all primary and election laws and pertinent rules and regulations then in force;

(4) To publish and distribute such explanatory pamphlets regarding the interpretation and application of primary and election laws as in the opinion of the board should be distributed to the electorate;

Nonetheless, the overall performance by the Parties appeared abysmal.

Unless Georgia has different protocol, the polling places are determined by local government. The Election board appointed by the County Commissioners and the Clerk's office.
There are federal standards requiring the number of polling places based on population.

To be sure there is plenty of blame to go around, but it clearly is not limited to local shortcomings. The responsibilities that I referenced are those specified within the Secy of State and State Bd of Election materials.
New machines, lack of training being provided, wrong locations, lack of early voting requests not having responses... ugh
