New cost of living money that NCCA just approved

I am not against the idea in principle but I have a question on is implementation. Is there going to be an agency or group in the NCAA that determines what this COST is for each school? If it doesn't than any school can say determine it to be any amount they wantit to be. This willimmediately lead to schools(especially schools that make alot of money already) OFFERING EXCESSIVE AMOUNTS TO ENTICE PLAYERS TO GO TO THERE SCHOOL INSTEAD OF OTHER SCHOOLS. This will thus make buying off players LEGAL and the rich will just get richer. Or the ngap between the have and the have nots willjust get wider. THough the idea is sound in principle if not regulated properly it will turn out to be a very bad decision.
