Purdue went to the 1967 Rose Bowl as the runner up in the Big Ten. MSU won the Big Ten in both 1965 (1966 Rose Bowl) and 1966. In those days you could not go to the Rose Bowl 2 consecutive year so the 1966 season runner up went to the Rose Bowl.
