H-E-double hockey sticks NO!
The way NIL was implemented already feels gross. College sports have been badly tainted. Not a big fan of gambling, but I also don’t feel like it should be illegal. however, anybody with half a brain and a high school stat class knows that gambling is a tax on people bad at math. You might win once or twice, but extrapolate the probability of winning/expected ROI per transaction over a large enough sample size and every participant eventually becomes a loser. IMO It is wrong for governments and universities to run gambling operations, because in doing so they must willingly turned a blind eye to the negative consequences. Leave that stuff to the bookies and casinos and any other private parties who want to partake at their own expense, but the profits shouldn’t be publicly utilized due to the perverse incentives it creates for agencies relying on them to expand their operations - sometimes even with monopolistic protections.
