I'm all for the child support part of it, but the other proposed framework (expanded SNAP, expanded WIC, expanded child tax credit, and adoption tax credit) is just more government handouts. Rubio is clearly a socialist. If people want to have kids (or have sex, thereby risking having kids), they should wait to do it until they make enough money that they don't need MY tax money to support them.
