So when it comes time to seed teams for the big dance, and the committee looks at things like 'wins against top 50' do they rank the teams according to the end-of-year position, or according to the position at the time the game was played?

yes.

they look at both. they also look at down the stretch victories as more important over early victories. one thing not talked about much is injuries. if a team loses a key player down the stretch, they may also lose a higher seed despite their record.

Michigan's victories in the BIG 10 tourney helped their seed a lot more than their early season victories against better opponents.

beating MSU in the BIG 10 tourney will be more meaningful in seeding than our early season victory over Arizona.

The team sheets the NCAA provides the committee members are all based on the latest available RPI #'s (they start meeting on Wednesday & get updated numbers as the conf tourney games get completed). That being said, committee members are allowed to look at any resource they like to help inform their decisions.
