Question about recruiting ratings (yes, Stars!)

The first part of the question is who are those people that handout stars to recruits? Are they former D1 coaches? What is there experience with coaching football/basketball? Ex-NFLers/ex-NBAers? I have read that they are "experts" because they get paid to evaluate talent. I am not sure getting paid to do a job automatically makes one an "expert" but that seems to be the view many have. I am sure there are some that are very good evaluators rating recruits but probably some that are not.

I'm also wondering how many of the recruits they also meet and watch play live? Are they just watching highlight films? What is their criteria for rating? Do they considers intangibles (e.g intelligence, football/basketball IQ, leadership, tenacity, toughness, etc.)?

Finally, when giving stars are they assuming that the player would perform equally well in any college system?

My view is that there is some small value in these "experts" insight but pretty much anyone can identify a Marcus Lattimore as a talent. On the other hand only a couple of real college coaches seemed to be able to identify Drew Brees as a future star. Joe Tiller also knew what he wanted in his system. If I have to choose, I guess I'd be on the side of a real coaches evaluation over the "experts" since he saw the player actually play, talked to him on multiple occasions, and knows what the best fit is for his system.
