The 10.6 wins/year includes a 3-13 record in his first season as Purdue’s head coach.

I think that his average will only go up over time. I’m optimistic about the not too distant future after this season based on the young talent on the team and in the 2018 recruiting class. If Tyger Campbell jumps on board, I’ll be even more optimistic.
 
As I recall there are differing number of conference games per year that may skew the results... and I believe that perhaps Painter would be closer to the top in a per-cent format... but, sorry, I am just too lazy to do the work.

The Big Ten has been playing 18 conference games since 1974. All 5 coaches on the graphic fit in that time frame. I don't think they are intending to compare Matt to Branch McCracken or Piggy Lambert. I do wonder if Keady would be on this list if you removed his last couple seasons.

Edit: Keady was above 10.6 wins per season until the 2001-02 season (his 4th-to-last).

Edit: Counting 1995-96 as 18 forfeited losses, Keady won 10.0 per season. Not counting 1995-96, Keady won 10.4 per season.

Edit: There were, in fact, 10 seasons in the late nineties and early 2000's where they only played 16 conference games. I'm not sure how that affects the list other than giving Izzo, Ryan, Knight, and Keady a slight bump.

The Big Ten season was shortened to 16 games for the first 10 seasons that the Big Ten tournament was in place starting in 1997-98.

But the bad news is that Izzo will likely pass Keady in B10 wins over the next couple years.

The good news is that switching to 20 games will make Painter climb that wins list even faster.

Trying to think of any coaches those 2 fewer games over 10 years would impact that might be on this list other than Keady. Ryan and Izzo are the obvious ones, already on the list.

Probably no more than the difference in CMP's young age compared to everyone else in that B1G List
