OT: Second arc in the lane

This has been bugging me for a while this season. I realize the rules changed and they increased the restricted area arc in the lane from 3 to 4 feet, but why is the old arc still on the court causing two arcs in the lane? Is there still a purpose of the old arc? Thanks.
