OT/ FOOTBALL RULES ?

I watch a lot of football so I'm not sure if it's college or pro. On a kickoff I notice the refs calling a touchback before the receiving team takes a knee and sometimes before the receiving team even touchs the ball. I always thought that was a live ball that the kicking team could recover in the endzone for a TD.
The ref calls a touchback and the ball is still in the endzone. Has something changed?

That is the pro rule. In college if it is in the endzone on the ground, it is a touchback.
