I would assume they are, but will ask: Are NIL's available for walk-ons? If so, a grossed up for taxes NIL could pay for a walk-ons tuition, room and board. Would be a creative way to stack talent beyond 13 scholarships. That said, kids want to play, so that much depth would present a problem. But what a wonderful problem to have.
