If the world is going the way of stipends for athletes, one compromise would be to have the stipend based on minimum acceptable standards with possible performance bonuses. For example:
ESPN has a blurb on Tubberville doing this at Cincy, but it seems like this would need to be a system wide mandate otherwise a school benefits from NOT putting this in place.
- Fall below a cumulative GPA or semester GPA and lose 25% of the monthly stipend
- Show up on any police blotter, lose 50% of the stipend for the semester
- Exceed certain standards for academic achievement and receive a bonus of $X
- Bonus for certain charitable function contributions above and beyond what is expected/standard
