I don't think Painter ever does that. The assistants would be more likely, but I'm sure CMP will make it clear that they shouldn't do that. This will probably be more trying for the UK's, IU's, Houston's, Auburn's, etc. of college basketball or any program with a gregarious (or possibly blow-hards) type of coaching staff.

I guess they could, but it will probably have to be a textbook definition of one of these new violations. Also, the NCAA's listening might not be as good if the reported violations concern programs such as Duke, North Carolina, Kentucky, Arizona, and Michigan State's. If it's a program like Colorado State, they'll get hit hard. If it's a program like Prairie View A&M, keep an eye out for the death penalty.
