Hack a Shaq....old time NBAers help me out....

IIRC they used to have a 3 to make 2 scenario in the NBA where you had three attempts to make 2 free throws...is that correct? If so, couldn't they bring that back as a way to eliminate the Hack-a-Shaq strategy?

Anyone remember the parameters?
