In this era of removing all DEI programs and hiring practices, I thought hiring due to merit was the way of the land now. Therefore, Richardson is neither black or brown nor a female. So this must be a UWM, Unqualified White Man hire, correct?

This is one of those situations where you should take the story with a grain of salt and sway on the side of it's mostly fake. Why?

It's "according to sources" so not first hand quotes.

Also "It was not clear to staff whether he meant it literally or as a joke". There's clearly staff all throughout the government that do not like this administration and have been more than willing to skew things said/done to make a negative story.

Then there's this:

"A Department of Homeland Security spokesperson later suggested the comment wasn't serious.

"Despite meanspirited attempts to falsely frame a joke as policy, there is no uncertainty about what FEMA will be doing this Hurricane Season. FEMA is laser focused on disaster response, and protecting the American people," the spokesperson said.
