It's my understanding that the FBI has cleared Bowen and that Louisville is trying to get him cleared to play.

Didn't a similar thing happen for Cam Newton? They admitted money went to someone in Newton's camp (his father maybe?) but since Newton didn't claim any knowledge of it there was no punishment. I could be way off on that but it rings a bell.

There's the AFFLUENZA defense ... and the CAMPFLUENZA defense ... both save the kid's ass ...

You are correct. However, the NCAA changed the rule in 2012 because of the Cam ordeal (see AP release below). The lawyer must think there is still some technicality out there they can exploit. I know the NCAA has been a bit more lenient lately and allowed kids to pay back benefits up to $1k and serve suspensions rather than being completely ineligible. Maybe they'll admit the kid got less than $1k in benefits from his father following the AAU/Adidas payment?

INDIANAPOLIS -- The NCAA has broadened the definition of agents to include parents, closing the loophole that allowed 2010 Heisman Trophy winner Cam Newton to keep playing despite his father's pay-for-play scheme.

The Division I Amateurism Cabinet sponsored legislation that would include family members and other third parties who shop an athlete's services to schools for financial gain. The Division I Legislative Council passed the proposal Wednesday.

The NCAA determined that Cecil Newton -- Cam's father -- wanted money from Mississippi State when Cam Newton was being recruited out of junior college.

Cam Newton, who now plays for the Carolina Panthers, was reinstated after a one-day suspension because the NCAA found he didn't know about the scheme. He was cleared to play in the SEC and national championship games that season.

So does that mean the FBI cleared him of criminal charges? I am unclear as to what crime he possibly committed. He certainly should be ineligible for taking the money, but violating NCAA rules shouldn't be a crime.
As a side note, it would be a remarkable display of incompetence if the NCAA let him play and ultimately didn't disqualify any active players or coaches during this scandal. With the recent UNC ruling, it seems like that is very likely

It's fraud. You can't defraud a public institution by willingly putting it at risk by taking money to do so. It's a slam dunk case. The feds have a 97% win rate on court decisions.
