There's a reason the head coach makes more than anyone else on the University staff. It's because you're responsible for the culture, and if an employee makes the wrong decisions, that employee is dealt with appropriately and the leadership is censured by levying sanctions on the program and sometimes the individual. The difference between the head coach and the Director of Basketball Operations is that the head coach keeps his job and makes his millions while the Director gets fired. The NCAA has to ensure that these issues aren't simply resolved by finding a relatively low-level scapegoat on whom to pin the blame, then he can be fired, and the culture of doing whatever is necessary to keep players eligible just moseys right along. There are things such as punitive damages which are levied with the intent of preventing future infractions.
