I wonder if the strategy is "get the best players after the NFL and Canadian leagues" or if it's "get the best players from large collegiate fan bases that would like to see some of their old but not-quite-good-enough favorites" on the field again. If you could further narrow it down (your USFL team is in Ohio, so you lean heavily on OSU and BT players) to attract a dedicated fan base you might have something.
