He's the graduate transfer PG from South Florida. About two or three weeks ago, he supposedly narrowed his list down to Baylor, Georgetown, and Tennessee. However, I just read that he's taking a visit to Texas A&M. Perhaps this means he has re-opened his "recruitment".
I could see him not wanting to go to Georgetown because of D'Vauntes Smith-Rivera returning for his senior season. Baylor could take Lester Medford (a natural PG from the JC ranks last season) and put him as their full-time PG this coming season. The one team that still looks like Collins would definitely be the starting PG for is Tennessee, but perhaps the coaching change from Donnie Tyndall to Rick Barnes makes a difference to him.
At any rate, if he's taking visits to schools that weren't on his reported "final list", then I would think that he might still be an option for Purdue.
