The no group taking responsibility is certainly a possible indicator that it wasn't terrorism. It could be a rogue (or even a rouge) agent I suppose so that no formal group knows to take responsibility...but yeah, I've been waiting for that and the absence of it does suggests non-terrorists.I think the more time that passes without: (1) any group taking responsibility; and (2) any government with the means to do so proclaiming evidence of an explosion, it becomes more likely that this was actually caused by mechanical failure.
